Squirting is basically a temporary phase of urinary incontinence acheived by vigrous stimulation of clitoris which causes loss of control over bladder and eventually results into uncontrolled release of a mixture of urine and fluid produced by skene’s gland. Further, the squirt/liquid is different from urine in terms of smell etc. it is not smelly like urine and no salty taste like urine. On the other hand it has typical vaginal smell (pheromones) which excite you further to do more and more love.
I beleive that every female is same in their anatomy and physiology; and every female is capable of feeling squirting. Since, the act of squirting needs the female in very relaxed environment; thats why only 1/3rd can experience/feel squirting.
